The Engagement Manager Terms Of Reference (EMTOR) is an internal "contract" between the Engagement Manager and the Delivery Manager that documents the conditions by which the Engagement Manager will accept responsibility for the successful delivery of the Service Engagement. The approval and signoff of the EMTOR keeps record of the fact that the Engagement Manager has accepted responsibility for the Service Engagement, meaning that the Service Engagement has formally started.

The Engagement Manager Terms Of Reference (EMTOR) are produced to document the fundamental objectives of the Service Engagement and the conditions that the Engagement Manager is prepared to accept and approve when taking on responsibility for the successful delivery of the services. The Engagement Manager should produce the EMTOR based on the current understanding of the services. In particular, this should be based upon the most accurate and up-to-date view on budget and costs.

The EMTOR should then be reviewed by the Delivery Manager and Account Manager, especially where the Engagement Manager’s views on terms and budgetary constraints differ from the ones defined in the contract. Once the Delivery Manager and the Engagement Manager have agreed the contents of the EMTOR, the Engagement Management should sign the document, meaning acceptance of responsibility for the Service Engagement.
